Description of the Program:
The Certified Leasing Specialist Program is jointly sponsored by the Access to Credit Initiative (a USAID-funded project), the U.S. Certified Leasing Professional Foundation, and the Ukrleasing National Association of Leasing Companies. In January 2005, a Protocol was signed between the Access to Credit Initiative and UKRLEASING, calling for the establishment of a Certified Leasing Specialist Program in Ukraine. In July 2006, a Protocol of Intention was signed between the Access to Credit Initiative and the U.S. Certified Leasing Professional Foundation, the first time the Certified Leasing Professional Foundation has ever entered into such cooperation with the leasing industry of another country.
The Certified Leasing Specialist Program was developed in response to a need, expressed by Ukraine's leasing industry, to insure a supply of well-qualified individuals to work in the rapidly growing Ukrainian leasing industry. The Certified Leasing Specialist Program has enjoyed extensive support from Ukrainian Leasing Companies, who have sent their employees and top managers to participate in training programs sponsored by the Certified Leasing Specialist Program.
The training program consists of 3 courses, comprising 13 separate modules. Modules include legal, accounting and taxation matters, documentation and procedures, leasing portfolio risk analysis, sources of leasing deals financing, marketing and leasing services sales techniques, and development of a leasing company organization structure.
After passing a series of 3 exams covering each of the 3 courses that make up the training program, candidates receive a Certificate of a Certified Leasing Specialist. The Certificate is presently issued by USAID, the U.S. Foundation of Certified Leasing Professionals, and the Ukrleasing National Association of Leasing Companies.
The first 26 Certified Leasing Specialists were awarded certificates on November 30, 2006. In April, 2007, an additional 14 individuals passed all 3 exams and are thus scheduled to receive certificates. Most of these 40 individuals hold top management positions with Ukrainian leasing companies.
Goals of the Program
- Provide an opportunity for leasing industry specialists to prove their qualification, increase their knowledge of best international practices established by the world's leading leasing companies in the US and Europe.
- Create a pool of leasing professionals with proven knowledge and ability from which leasing companies may hire with confidence.
- Establish a forum for leaders within Ukraine's leasing industry to establish industry norms, standards and code of conduct.
Training Schedule
Starting from 2007, training will take place not less than three times a year, and the exams will take place after completion of each training module. In order to receive a Certificate, a leasing specialist shall successfully pass all three exams in the course of a 12-months term. It is not mandatory to complete training modules in a strict sequence; neither leasing specialists have to complete training again in order to resit an exam, although both ways are recommended.
In early 2007, the Kompas Auditing and Consulting Group has become an official training provider under the Program. Program requirements
To become an officially recognized Certified Leasing Professional, it is necessary to comply with the following requirements:
- Participate in the training and sit a certification exam.
- Meet the minimal practical experience and education criteria.
Sets of practical experience and education criteria:

In 2007, a Society of Certified Leasing Professionals of Ukraine will be created and assume the Certified Leasing Specialist Program implementation and promotion.
